*the foregoing Powers* means that congress can’t support/pay for any
powers NOT vested by this constitution in the Federal government.

Show us where that “Education” power was vested by the constitution.
You can’t create a “department of whatever” and then declare that it is
power given by the constitution. You can’t create a department of
whatever unless the constitution gives the Federal Government power to
have “authority” over that right.

Do you need a “department of the Press” to over see the Press, the
Government has NO power or authority to over see the press anywhere in
the constitution, it’s just the opposite, the federal government is even
told that they can’t interfere in the free press.

But the constitution does say *ANY* powers not given to the Federal
government, belongs to the States or the people. Education is a power
that was NEVER given to the Federal Government.

[Amendment X
The *powers not delegated* to the United States by the Constitution, nor
prohibited by it to the States, are reserved to the States respectively,
or to the people.]

That “education synopses” would be an open ended clause that allows the
congress to ignore the rest of the constitution. Why would you write an
entire constitution and then put in a clause that makes all the rest of
the document meaningless?
