We weren’t at war with Al Qaeda at that point…. The WTC was when they
made it clear that war was NOT optional and that it was real and a clear
and present danger. All things should have moved to a war footing at
that point, for the duration.
Al Qaeda needs to surrender, until then… military trials for saboteurs
and non uniformed combatants should be the norm.
