it takes congress to pass a bill to spend it or give it >>OR<<

In The USA the President is *NOT* allowed to accept gifts, all gifts
belong to the people, Obama has taken a Nobel “gift” of $1million
dollars with the Nobel. The story is that he was to Donate the Million,
but it isn’t Obama’s to give to a charity and it takes congress to pass
a bill to spend it or give it if it belongs to the people.

So that Nobel and that Million belong to “the people”

That is why Bush didn’t keep any gifts that were given to him.

Who’s to say it’s NOT a bribe if Obama starts taking million dollar
gifts from Socialist entities, imagine the howling if Bush accepted a
million dollar award from the council of Churches?
