The numbers 1-5 are high TAx cities and 5-10 are Low tax cities. The Averages are of the 1-5 and 5-10 groups averaged as seperate groups the "High tax group of cities 1-5" has a lower graduating success. It would seem higher taxed cities don't produce better students.
